Nora Dowd Eisenhower, JD

Consultant
United Way of Southeastern Pennsylvania

Former Secretary of the Pennsylvania Department of Aging, Ms. Dowd Eisenhower managed an extensive network of services provided in part through a statewide system of 52 Area Agencies on Aging. Services include pharmaceutical benefits, family caregiving, transportation, home and community based services, Alzheimer’s programs, health and wellness education, senior community centers and nutrition programs, adult day services and protective services for older people at risk of abuse or neglect. She brought a fresh perspective to managing Pennsylvania’s aging services network, focused on innovative strategies to improve efficiency and reduce bureaucracy, and developed and strengthened relationships with key policymakers in Washington to leverage additional support to benefit state programs for older residents. Ms. Dowd Eisenhower has worked to enhance important programs that protect the health and safety of older Pennsylvanians, such as expanding the PACE/PACENET pharmaceutical assistance programs thus making more than 115,000 additional older adults eligible for life-sustaining prescription benefits. Under her leadership, Pennsylvania greatly enhanced the availability of home- and community-based services for older adults which allowed a growing number of older Pennsylvanians to receive care and support services in the location of their first choice - in their homes and communities. Ms. Dowd Eisenhower also enhanced the Department of Aging’s outreach to underserved populations and has initiated comprehensive efforts to prepare the aging services network for the arrival of the Baby Boomer generation.
