OBJECTIVES:
The sponsor will provide support to facilitate the ex-ante and ex-post harmonization of international longitudinal surveys of aging populations to the Health and Retirement Study to maximize cross-national comparability of data. Facilitation will include, but is not limited to, meetings, pilots, and the development of methods to improve cross-national comparability of international aging surveys to the Health and Retirement Study and existing international data files that are harmonized with the HRS: the English Longitudinal Study on Ageing (ELSA); and the Survey of Health, Ageing, and Retirement in Europe (SHARE). Applicants should propose ex ante or ex post harmonization of nationally representative panel surveys on aging with the Health and Retirement Study or international studies that utilize a survey instrument that is significantly harmonized with the Health and Retirement Study (e.g. ELSA, SHARE, etc.). Applicants should also describe the opportunities for cross-national behavioral and social research on aging facilitated by their proposed harmonization efforts.
Complete survey harmonization is not a requirement of this FOA.
Indeed, constraining survey development to full harmonization could limit the scientific value of a survey to study country-specific issues (particularly in middle and low income countries). However, applicants should provide support for the portions of the survey that will be harmonized. Further, increasing the degree of comparability among existing international studies (e.g. the World Health Organization Study on Global Ageing and Adult Health (SAGE)) to the HRS is also supported under this FOA. Developing harmonized surveys for particularly large populations (e.g. China, India, etc.) or rapidly aging populations (e.g. Japan) is encouraged under this FOA.
ELIGIBILITY
Eligible applicants are: for-profit or non-profit organizations; public/State-controlled institutions of higher education; private institutions of higher education; units of State and local governments; and domestic or foreign institutions/organizations. More than one PD/PI, or multiple PDs/PIs, may be designated on the application for projects that require a team science approach that clearly does not fit the single-PD/PI model.
FUNDING
This program will use the NIH Exploratory/Developmental (R21) grant mechanism. Applications submitted in response to this announcement must be submitted electronically through Grants.gov, using the SF424 Research and Related (R&R) forms and SF424 (R&R) Application Guide.
The total project period for an application submitted in response to this funding opportunity may not exceed two years. Direct costs are limited to $275,000 over the two years of the R21 award, with no more than $200,000 in direct costs allowed in any single year. Because the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each award will also vary. F&A costs requested by consortium participants are not included in the direct cost limitation.
