California Endowment - Cal Fresh Works Fund Study

The California FreshWorks fund (CFWF) is a private-public partnership loan fund that has raised $272 million to invest in bringing grocery stores and other forms of healthy food retailers to underserved communities. The questions being asked in this evaluation are:

  1. What key lessons were learned through the development and implementation of the CFWF? To what degree is the CFWF meeting its goals? How can CFWF be sustained and replicated in other locales?
  2. What influence is CFWF having on increasing access to healthy food and changing food purchase and consumption patterns in underserved communities?
  3. What are the economic impacts resulting from the CFWF? How does CFWF impact employment and job quality of workers in local communities, particularly in underserved communities? What are the broader economic impacts to the local economy – changes in real estate values, tax revenues, etc.? How has the CFWF contributed to building the business case surrounding healthy retail investments in underserved communities?
  4. In what ways is CFWF influencing key stakeholders and new partnerships and leveraging new resources to improve access to healthy food and obesity prevention?
