CMHPSR Announcements

March/April 2012

Dr. Trevor Hadley steps down as Director of the Center for Mental Health Policy and Services Research effective July 1, 2012.

I am writing to announce that after 25 years I am stepping down as Director of the Center for Mental Health Policy and Services Research effective July 1 of this year. Building the Center has been a terrific professional and personal experience for me that would not have been possible without the help and support of a very large number of people. There are far too many to list but I especially want to mention my appreciation to Peter Whybrow who recruited me to Penn, Dwight Evans for his continuing support and Rosellen Taraborrelli for helping me in many ways over the years.  Program directors are only as effective as the people who work with them and I have been very fortunate to have had a distinguished, intellectually challenging and personally wonderful group of faculty and staff to work with me. Program directors also have many responsibilities, but one of the most important is to build a sustainable program that remains relevant and academically strong into the future.  Because of that I am very pleased that Dr. David Mandell will assume the position of Director of the Center in July. I believe David’s appointment gives the program a wonderful chance to survive and thrive in what continues to be a challenging and exciting environment here at Penn.  I plan to stay on in the Center as a faculty member running my projects and building on the Center’s relationships with the Philadelphia Department of Behavioral Health and the community affiliate agencies. I look forward to the opportunity to focus more of my time and energy on my own work.  I hope that all of you will join me in supporting David as he assumes these new responsibilities.

Dr. David Mandell to lead Center for Mental Health Policy and Services Research as new director effective July 1, 2012.

I am pleased to announce that David Mandell, ScD, will assume the role of Director of the Center for Mental Health Policy and Services Research (CMHPSR) in the Department of Psychiatry, effective July 1, 2012. CMHPSR was established in 1986, and consists of a multidisciplinary group of faculty and staff who study the organization, financing, and delivery of mental health care, and provides consultation and technical support to agencies, cities and states attempting to improve care for individuals with psychiatric and developmental disabilities. The goal of the center’s activities is to link the best research and evaluation findings to policy decisions, and the implementation of mental health services.

Dr. Mandell is Associate Professor of Mental Health Services in Psychiatry. He first came to Penn as a postdoctoral fellow in 2001 and joined the faculty of CMHPSR in 2003. Since then, he has developed a reputation as one of the foremost autism services researchers in the United States. His federally funded research examines the best ways to improve care for individuals with autism and other psychiatric and developmental disabilities.

Dr. Mandell will replace Trevor Hadley, PhD, founding director of the Center for Mental Health Policy and Services Research. Dr. Hadley was recruited to Penn to start what was then called the Section on Public Psychiatry. He came to academia after acting as commissioner and Deputy commissioner  for several state mental health agencies and developed an applied research agenda that involved close collaborations with city and state agencies. His work also has included consultation with mental health programs in England, Canada, Japan and with the World Health Organization.

Dr. Hadley will remain as faculty at CMHPSR. He will direct the fellowship program in public psychiatry and continue to build the Center’s relationships with the city and state agencies that make this type of applied, community-based research possible.

Please join me in offering our deep appreciation to Trevor Hadley, PhD, who has served with distinction as the founding director of the Center for Mental Health Policy and Services Research in the Department of Psychiatry. And please join me in congratulating and supporting David Mandell, ScD, in his new role as Center Director of the Center for Mental Health Policy and Services Research.
