Dr. Zubritsky has extensive experience in behavioral healthcare for older adults and in management and organizational issues in behavioral healthcare systems, including integrated systems design, outcome measurement, quality assurance measurement, process evaluation and the design and implementation of services for integrated care and of cultural competency initiatives for behavioral health systems. She is the founder and Director of the Delaware Evaluation and Research Institute.  She has been supported by private foundations such as Pew to develop intervention studies for vulnerable populations programs and has served as the primary investigator of NIH and SAMHSA sponsored research, including Children’s Systems of Care studies, health disparities, integrated systems research targeted at building collaborative models between mental health, substance abuse, aging, corrections and education, and a national multi-site study investigating the effectiveness of integrated primary care and behavioral health service delivery models. Dr. Zubritsky has developed national system standards, provider guidelines and clinical competencies for public sector behavioral healthcare programs for multiple treatment populations, including children and adolescents and five ethnic groups.  She has served as a national expert in integrated services for the Rand Corporation, is the Chair of the National Outcomes Roundtable for Children and Families, and is a senior fellow at the Penn-MARCH Institute, the Leonard Davis Institute and the University of Pennsylvania Institute on Aging.
