IMPORTANT PENN POLICY!

To insure adherence to applicable University policies, salary practices and federal law, after the search has been completed, but before an offer is made, the Hiring Officer is required to consult with Recruitment and Staffing. A signed employment application as well as authorization from the Affirmative Action Compliance Officer and DHR/Recruitment and Staffing are required before a Hiring Officer may make an offer to the successful candidate. Consequently, the Hiring Officer must complete the Affirmative Action Compliance Form and submit it to the appropriate Affirmative Action Compliance Officer for approval. After the Compliance Officer signs off on the hire, the Hiring Officer must consult with Recruitment and Staffing to determine the appropriate salary and obtain authorization to hire. Once approved, Recruitment and Staffing will forward an Authorization for Employment Action (HR2).

ANY SCHOOL/CENTER THAT MAKES AN UNAUTHORIZED OFFER OF EMPLOYMENT OR A SIGNIFICANT CHANGE IN CONDITIONS OF EMPLOYMENT OF AN EMPLOYEE ASSUMES RESPONSIBILITY FOR ANY PENALTIES, LIABILITIES AND EXPENSES WHICH MAY ARISE OUT OF THAT ACTION

Here are Tips to Help You Make an Offer:

Determining a Fair Salary:

  • Compare apples to apples. In other words, compare Administrator A’s to Administrator A’s, Research Specialist B’s to Research Specialist B’s.
  • Find a comparable employee in your department, and ask yourself: “Is my candidate stronger or weaker than this employee?” If they’re stronger they should make more; if they’re weaker they should make less.
  • Please Remember, you will be determining the salary that you would like SOM HR to authorize. Their final authorization of a salary may be higher, equal to, or lower than the amount you have requested.

Also, be aware of Penn's Policy 101.5 Recruitment Offer.

Call the SOM Recruiter for a salary range:
You can always call the SOM Recruiter to get a salary range. If it is for a specific person, all the Recruiter needs is the reference number of the job and the name of the applicant if they applied to the Online Employment System. If they have not applied online, you can e-mail their resume to the SOM Recruiter. The range the Recruiter gives you is not authorization for a salary offer. This salary reccomendation/range is only to gauge the interest of the applicant/s. All paperwork must be submitted and approved by HR before an offer of employment can be made.

Discussing Salary with the Candidate:

“We still have to send the paperwork to HR for approval and they have the final say, but we are asking for a salary of ___. Would that be in your range?”

“Thanks, we will let you know as soon as we hear from HR.”next
