Choosing a Neighborhood to Live

We recommend consulting with IOC members for advice on where to live. Some important factors to consider when choosing a neighborhood include:

  • Proximity to campus and commute time
  • Close to public transport if you don't drive
  • School district if you have children
  • Safety and crime
  • Affordability, and whether you plan to rent or buy a property

Taxes

  • Most international scholars, including students, postdocs, staff and faculty, must file annual federal and state tax returns. Some individuals may also need to file a city tax return. Taxes returns are due on April 15.
  • International Student and Scholar Services (ISSS) provides an overview of tax filing requirements, including whether you are considered a resident or non-resident for filing purposes.
  • You may choose to complete and file your own taxes using online software such as Sprintax, Turbotax or Onlinetaxes, or hire an accountant. If you do hire an accountant, be sure to check fees up front, as they can be quite high.
  • You must declare worldwide income on your return. The IRS provides several mechanisms to prevent double taxation.
  • If you maintain back accounts in your home country you may be required to submit an FBAR (Report of Foreign Bank and Financial Accounts). This is also due April 15.
  • Some countries have tax treaties with the US. Trainees, faculty, and staff can complete tax treaty forms by contacting Penn's tax office. The tax treaty form needs to be completed at the beginning of each calendar year. A list of countries with tax treaties can be found on the link below. Please note some countries have tax treaties for specific job categories.

Guide to Tipping

Tipping is expected in most service-oriented industries in the USA. The amount is up to you, and should be based on the quality of service received, but as a rough guide:

  • Restaurant: 17-20%
  • Restaurant delivery: 10-20%
  • Taxis and rideshare: 10-18%
  • Haircut/salon: 15-25%
  • Bartender: $1-2 per drink
  • Valet: $2-4
  • Hotel bellperson: $4-5 per bag
