Colleagues,

In the evolving landscape of Executive Orders (EOs) and actions from federal government, there are many questions regarding the potential effects of these EOs on grant awards and ongoing research at Penn. Please know that we are working in close partnership with various offices and departments throughout Penn to understand and respond to the potential impact of these events.

One aspect of these efforts is that we are conducting a comprehensive review of potential impacts of the EOs on Penn grants. We are reviewing active grant awards, as well as grant proposals, to assess and communicate about potential impacts. We hope to complete this work in the next few weeks and will be communicating directly with Schools as to the findings. We will share what we learn broadly and/or will work with individual groups as appropriate.

While we engage in these efforts, we encourage all faculty and staff to consider the following when working on grants and proposals.

  • If you receive a notice asking for any certification related to a federal award, please send it to ORS for evaluation before responding.
  • If you are planning to apply for an upcoming grant deadline, please check the agency funding announcement before you submit. Some funding opportunities have been withdrawn, and others may have changed requirements. If you have questions about what should be included, for example, in broader impact statements, consult your program officer.
  • Resources to help navigate these changes and updated guidance on research related issues as they evolve can be found here.

Please distribute as appropriate.

Sincerely,

Dawn Bonnell
